Gottlieb System 3 Skips Right to Self-Test

I am trying to help with a problem with an Operation Thunder (1992).

Pressing the TEST button should allow you to select SELF-TEST,
BOOKKEEPING, or ADJUSTMENTS. Instead, the game skips directly in to
test mode.

Isolating/disconnecting the switch matrix did not help so I'm pretty
sure it's not another game switch causing issues.

According to PinWiki, access to settings may be blocked by a "tournament
board", but that only applies to later System 3 games.

Any ideas on how to troubleshoot this?

Al I can think of is if the switch matrix I/O is damaged on the board,
then it could go directly to SELF-TEST...and unplugging the switch
inputs wouldn't change that.

Diode Test the Switch Returns to see if any gates are blown.
