Skee Ball Model S startup stuck on 990

I have Skee Ball Model S that when turned on plays the start up tune, then
the display briefly shows 292 for about a second and then shows 990 forever.
That's it. It doesn't do the cycling zeros thing in game over mode. It's
just stuck on 990 and doesn't recognize the coin switch or any other switch
as far as I can tell and so won't start a game.

I pulled J9/P9 (switch inputs connector) and tried booting again and it did the
exact same thing, so it's not a switch problem.

Anyone see this before and have a fix?

This happened to mine and I reseated the socketed chips and the problem went away.
Hopefully this helps.
