I have this Maverick that will not boot up. Has a brand new power supply
from Gulf. All voltages test good. Upon turning the machine on, I get
5VDC LED on the MPU and nothing else.

Board has zero battery damage.

I wanted to test another 6802 cpu, but had none on hand. Ordered a
couple and they just came in. Popped one in today with only the 5v &
ground connected (CN13?), i got some other activity on the LEDs.

Added connectors 1 by 1 and all seemed great. The machine was working.
Turned it off and back on 1 more time, back to square one :(

Could one of the large caps cause this?

Any thoughts appreciated.

If the 5VDC power seems good at the main board then not booting is more
likely something wrong with the logic. If you are up to it there are
some test procedures you can do based on some aftermarket service tools.
I'd check out pinwiki.com to see what is currently out there. It will
help if you have an EPROM burner to make the test EPROM...

Start with section 4.6.10 - Reset - if that is bad the MPU won't boot.

I assume there is no indication on the MPU LED about what might be
wrong? See section 4.6.14

Unplug everything from the mpu except the power plug. Turn the game on. If you have activity, turn the game off and plug in something new. Turn the game on and check the functionality. When the game stops booting properly, you have a clue to the problem. From your initial posting, it seemed that you were plugging things into the mpu while it was turned on. Turn it off before you add each plug and turn it back on after you add the plug.

I can have the game on with only the power connected and it boots (when
cold), after about 2 minutes the blanking LED goes out. If I reboot it
from that point, it will no longer boot, but only just show the 5v LED
lit. Let it sit for a while, it will boot.

It has a brand new power supply in it as well. And again, no battery
damage.

Using the Data East test rom while beneficial isn't going to help me
on this issue it appears. I get maybe 2 minutes before the game locks up
from a cold start. Either a heat issue or when a cap charges? Thats why
I asked if the 2 large caps could cause a lockup.

Both caps around the battery were bad. One was leaking, the other had
high esr. Replaced both, no change. Guessing they are pretty much for
the charging circuit anyways.

I suspect you tried this, but thought I would ask:

Have you checked voltages after it warmed up? Might also want to check
for the presence of AC on your +12 and +5.

Many years ago, I had a heat issue. Found that using compressed air
narrowed down the problem to a tantalum cap.

I think this is the generation with a voltage regulator pot. Even
though this is a new power supply, that pot could be flaky as it heats up.

I dislike it when people recommend this, but here I go....
Could try re-seating the RAM.
